Measures must be strong enough to deter misconduct while remaining fair to legitimate candidates, respectful of privacy, and accommodating of accessibility needs and varied testing conditions. Handling the personal data that security tools collect in a careful and transparent way is part of doing this well.

It is the broad framework within which proctoring, identity verification, and environment controls all operate. As methods of cheating evolve, exam security is never a finished task but an ongoing effort to stay a step ahead of those who would undermine fair testing.
